Estonia, Latvia and Lithuania synchronised their electricity systems with continental Europe on 9 February. ENTSO-E confirmed the successful connection, marking a major change in the region's electricity relationships. [1] The event is an unusually concrete expression of European integration: a strategic choice implemented through engineering, coordination and years of preparation.
It also challenges a simplistic understanding of sovereignty. The Baltic states have not become electrically isolated. They have changed the network of interdependence within which their systems operate. Their greater freedom of action comes from a different set of relationships and institutions, not from the absence of relationships.
One connection ends, another begins
Synchronisation should be understood as a shift in the management of risk. A connected electricity system depends on coordinated operation and shared standards. Those relationships can reduce vulnerability when participants trust the rules and invest in the capabilities required to fulfil them.
The strategic gain is therefore not exhausted by the date of connection. It must be sustained through operational cooperation, maintenance and investment. A ceremony can mark the completion of a decisive step while important work continues. Public communication should celebrate the achievement without implying that future reliability no longer requires effort.
This distinction matters beyond the Baltic region. European energy sovereignty is often described as a quantity of domestic production. The Baltic case suggests another dimension: the ability to choose dependable partners and participate in arrangements that provide realistic alternatives under pressure.
Institutions carry the network
Physical infrastructure connects systems, but institutions organise responsibilities. Operators need agreed procedures, regulators need a workable division of oversight and governments need a way to resolve disputes without disrupting essential services. The strength of a connection depends partly on the quality of those arrangements.
A hypothetical cross-border investment illustrates the point. One country may bear construction costs while several receive reliability benefits. Without an agreed allocation, the project can be delayed despite broad support. Common institutions make it possible to recognise benefits that national calculations would otherwise undervalue.
European financing and coordination should be assessed through that lens. Their value lies not merely in transferring money, but in making a collective project feasible. A programme that connects resources to shared obligations can produce security that no participant would obtain as efficiently alone.
Reliability is a service
A completed connection is not the same as a permanently secure system. Equipment must be maintained, operators trained and arrangements tested under changing conditions. New generation, demand patterns and technical dependencies can alter the system's requirements.
Policy should therefore fund continuing capability as well as construction. The political preference for new assets can leave maintenance and exercises underappreciated. An electricity system's strategic value comes from reliable service over time, not from the number of projects announced.
Oversight should distinguish written plans from demonstrated readiness. Exercises can reveal missing decisions or assumptions that do not hold under pressure. Their purpose is learning, so they must be allowed to identify failure without becoming a contest in institutional self-defence.
Interconnection and flexibility
A stronger network can improve access to resources elsewhere. It does not eliminate the value of local flexibility, appropriate reserves and demand-side options. The right balance depends on system conditions and the services required.
An excessively narrow debate can present interconnection and domestic capability as alternatives. In practice, each may improve the value of the other. Local flexibility can make the connected system easier to operate; a wider network can reduce the cost of maintaining continuity.
Procurement should therefore define the function needed rather than assume that one technology or location provides all answers. Transparent performance requirements can allow different approaches to compete. Security becomes more expensive when policy starts with a preferred asset and then invents a function to justify it.
The bargain with consumers
Strategic projects have costs, and households eventually encounter some of them through bills or taxation. Governments should explain how those costs relate to reliability and reduced political exposure. A claim that an investment is strategically necessary does not remove the obligation to examine efficiency.
Vulnerable consumers need particular attention. Protection should preserve access to essential electricity services without making the financing of the system opaque. Targeted assistance and transparent network charges are generally a better starting point than hiding costs through indefinite cross-subsidies that few users understand.
Public trust also depends on the treatment of uncertainty. Officials should avoid promising that a strategic change guarantees lower prices in every period. Market conditions and infrastructure costs can still vary. The defensible promise is a better-governed and more resilient relationship, assessed through evidence rather than an assurance that nothing adverse can happen.
The risk of replacing dependence
Critics may say that joining another network simply changes the source of dependence. That argument identifies something real—interconnection involves obligations—but misses the quality of the relationship. Dependence under rules with credible cooperation is not equivalent to dependence without trustworthy alternatives.
The relevant questions are whether participants can influence decisions, obtain information, resolve disputes and rely on commitments. These institutional properties affect practical freedom of action. Sovereignty is strengthened when a government has more dependable options, even if those options involve cooperation.
The opposite risk is complacency about friendly relationships. Trust should be supported by contracts, shared exercises and clear responsibilities. Good political relations do not remove the need for operational preparation. A resilient arrangement should work through ordinary disagreements and unexpected difficulties, not only during ceremonial moments of unity.
A project-delivery model
The Baltic achievement offers a useful lens for evaluating other strategic infrastructure proposals. They need a defined objective, sustained political commitment, technical coordination and a realistic relationship between funding and implementation. None can be replaced by a general statement about autonomy.
Replication should be selective. Not every region has the same geography, institutions or starting conditions. The transferable lesson is the method of connecting a strategic objective to a sequence of deliverable tasks, not a universal technical design.
A project review should also examine how disagreements were managed and how responsibilities changed as work advanced. Institutional learning is often lost once a project is declared complete. Recording those lessons can improve the next undertaking without assuming that success was inevitable.
After the switch
The next phase should be assessed through service reliability, the performance of cooperation arrangements and the completion of remaining supporting work. Public indicators should be informative without revealing sensitive operational details. Security and accountability are compatible when reporting focuses on standards and verified outcomes.
Investment decisions should also remain open to revision as conditions change. An infrastructure strategy can become rigid if every original assumption is treated as part of the political achievement. The appropriate response to new evidence is adaptation, not the preservation of a plan for symbolic reasons.
Regional cooperation should include the organisations that operate essential public services. Hospitals, water providers and local authorities need continuity plans that match the wider electricity arrangements. Their preparation cannot be inferred from the successful completion of a transmission project.
A further priority is preserving specialist knowledge. Major projects often assemble exceptional teams for a limited period. After completion, expertise can disperse just as maintenance and operational learning become central. Training, documentation and a continuing institutional home for that knowledge help convert project success into a durable regional capability.
Physical resilience and market integration
A region can participate in a wider electricity market while still facing local constraints that affect prices or reliability. Synchronisation changes an important institutional and technical relationship; it does not guarantee that every local bottleneck disappears. Public evaluation should distinguish those outcomes rather than attach every subsequent market movement to the February event.
A useful assessment would ask which functions now benefit from wider cooperation and which still require local investment. It would also identify whether the arrangements for sharing costs and information remain appropriate as demand and generation change. Integration is a continuing management task, not a permanent exemption from difficult choices.
This distinction can improve democratic accountability. Consumers should be able to understand why a strategically valuable project may coexist with a period of high prices or additional network charges. Without that explanation, a normal market difficulty can be misread as evidence that the entire strategic choice was mistaken.
The same care applies to success claims. A favourable period does not prove that every supporting plan is adequate. Verification should continue under less comfortable scenarios, using exercises and independent review. The purpose is to preserve the achievement by treating reliability as something maintained through work, rather than something guaranteed by the date on which the connection was made.
The review should remain regional. A national improvement that transfers an unmanaged constraint to a neighbour is not the same as stronger collective resilience, even if domestic indicators initially look better.
The Baltic switch demonstrates a form of sovereignty that is both practical and cooperative. It reduces exposure by changing the terms of interdependence and strengthening the institutions that govern it. Europe's broader security agenda would benefit from that understanding. Independence is not always achieved by standing alone; sometimes it is achieved by building a connection that works.
